Mega Man Legends has a strange definition of junk. I can pull a broken cleaner out of a box, dig an old launcher out of a ruin, or find something literally called a Blunted Drill, then bring it back to Roll and somehow leave with a new weapon attached to my arm.
This Mega Man Legends Special Weapons Guide covers all 12 weapons, every part Roll needs to build them, where those components are found, the earliest point you can realistically make each weapon, and where I rank the finished result.
That weapon-building loop is one of my favorite parts of the game. I talked about it in my Mega Man Legends review, but I wanted a separate guide where I could actually dig into the weapons instead of stopping every five minutes to explain why I found another broken household appliance in a ruin.
I am ranking these around an actual playthrough, not just whichever weapon eventually makes the Attack bar the longest. When I get it, what it costs, how useful it is outside combat, and whether I actually want to keep it equipped all matter.

Mega Man Legends Special Weapons Tier List
How Special Weapons work: Find the required component or components, bring them to Roll, and she develops the weapon. There is no separate crafting fee. The giant piles of Zenny come afterward when I decide the weapon obviously needs to be stronger.
How I ranked them: Damage matters, but I also care about when the weapon becomes available, upgrade cost, ammo, utility, and whether I actually want to give it Mega Man’s one Special Weapon slot. That is why something like Vacuum Arm can sit above weapons that could turn it into scrap metal.
If you are trying to collect everything: Grand Grenade and Drill Arm are the two Special Weapons I would prioritize for exploration.
Grand Grenade breaks the smaller dirt blocks in the Sub-Ruins as soon as the Flutter is repaired. Drill Arm comes later and destroys the full dirt walls Grand Grenade cannot. Those walls directly block Weapon Plans and Ancient Book, which means Drill Arm also becomes part of the path toward Shining Laser and Spread Buster.

How to Get Every Mega Man Legends Special Weapon
Grand Grenade
Grand Grenade fires one large non-bouncing explosive instead of the smaller bouncing grenades from Grenade Arm. Its Attack starts at 5 and can eventually reach the maximum 11.
It also destroys the smaller dirt blocks scattered through the Sub-Ruins, opening paths to items like Pen Light and Old Launcher.
Machine Buster
Machine Buster fires a rapid stream of energy shots. Its Attack only climbs from 2 to 6, but its ammunition pool grows from 128 shots all the way to 400.
The weapon is built around sustained fire rather than one enormous hit, which makes the raw Attack number a little misleading.
Splash Mine
Splash Mine drops explosives directly onto the ground. Enemies can trigger them by walking over them, but Mega Man can step on his own mines too.
It is also the first Special Weapon you can build, arriving before the Citizen’s Card, and the entire upgrade tree only costs 5,400 Zenny.
Vacuum Arm
Vacuum Arm does not attack at all. It pulls nearby Zenny, refractor shards, and Energy Cubes toward Mega Man instead.
Its Energy starts at 1,800 and can eventually be upgraded to infinite, while the entire weapon costs just 10,500 Zenny to max out.
Active Buster
Active Buster launches missiles that home in on the nearest enemy. Attack can reach 9, while Range, Rapid, and Special can all eventually reach 11.
The Energy stat can also be pushed all the way to infinite ammunition.
Shining Laser
Shining Laser fires a continuous beam that passes through targets. Its Attack can reach 11 and its Energy can eventually become infinite.
Mega Man can rotate and aim while firing it, but he cannot walk until the beam stops.
Blade Arm
Blade Arm creates a short-range energy blade. Its Attack starts at 5 and reaches 9, while upgrading its Range eventually lets the slash fire an energy wave.
The full upgrade tree is also pretty cheap at 38,000 Zenny.
Drill Arm
Drill Arm is a contact-range weapon with Attack 4 that can eventually reach 8. Its Energy supply can also be upgraded from 1,800 to infinite.
More importantly, it breaks every dirt block and full dirt wall in the Sub-Ruins, including the barriers Grand Grenade cannot remove.
Powered Buster
Powered Buster fires a large projectile with strong damage and excellent range. Attack rises from 4 to 8, Range can reach 11, and the whole upgrade tree only costs 30,700 Zenny.
The catch is that only one Powered Buster projectile can exist on screen at a time.
Spread Buster
Spread Buster begins by firing three grenades at once. Special upgrades increase that volley to five and eventually seven.
It also starts at Attack 8, the highest starting Attack rating of any Special Weapon, and eventually reaches 11.
Grenade Arm
Grenade Arm throws individual grenades that bounce off walls. Attack rises from 4 to 7 and ammunition doubles from 24 to 48.
You can build it during the Cardon Forest Ruins, so it gets a real stretch of the game where those numbers are perfectly usable.
Shield Arm
Shield Arm projects a directional shield in front of Mega Man. Its Energy increases from 300 to 1,200, and the Special upgrade increases the shield’s size.
Mega Man can aim the shield while it is active, but he cannot walk or fire his Buster.
Which Mega Man Legends Special Weapons Are Worth Building?
I would still make all 12. Finding some worthless-looking piece of machinery and discovering that Roll can turn it into an arm cannon is part of why I enjoy digging around Kattelox in the first place.
If I only care about what I actually want equipped, Grand Grenade and Machine Buster are my two favorites. Grand Grenade gives me damage and exploration at the same time, while Machine Buster is easy to use without requiring me to spend the GDP of Kattelox on it.
Vacuum Arm is the odd one. It barely counts as a weapon, but after getting used to vacuuming Zenny off the floor I suddenly become much less interested in bending over to pick it up myself.
Active Buster and Shining Laser have enormous ceilings. They also arrive with giant asterisks. One wants all my money and the other wants me to finish a small archaeological degree before Roll finally builds it.
That whole system is still one of the reasons Mega Man Legends works for me. I can go underground looking for a refractor, find a broken household appliance instead, and somehow come back with the beginning of a new arm cannon.

Shining Laser becomes absurdly powerful, but I get it so late that I do not value it as highly across a full playthrough.
Do you need Drill Arm to get Cannon Kit?
No. Cannon Kit is in Portal 3, but its treasure chest appears before the first dirt wall that requires Drill Arm. Drill Arm is needed later for Weapon Plans and Ancient Book, not for Cannon Kit itself.
Which Special Weapons can get infinite ammo?
Vacuum Arm, Active Buster, Drill Arm, and Shining Laser can eventually reach the game’s infinite Energy level through upgrades.
