Mega Man Legends Special Weapons Guide & Locations

A complete Mega Man Legends Special Weapons guide covering all 12 weapons, Roll’s recipes, every component location, upgrade costs, earliest availability, and my full tier list.

Mega Man Legends has a strange definition of junk. I can pull a broken cleaner out of a box, dig an old launcher out of a ruin, or find something literally called a Blunted Drill, then bring it back to Roll and somehow leave with a new weapon attached to my arm.

This Mega Man Legends Special Weapons Guide covers all 12 weapons, every part Roll needs to build them, where those components are found, the earliest point you can realistically make each weapon, and where I rank the finished result.

That weapon-building loop is one of my favorite parts of the game. I talked about it in my Mega Man Legends review, but I wanted a separate guide where I could actually dig into the weapons instead of stopping every five minutes to explain why I found another broken household appliance in a ruin.

I am ranking these around an actual playthrough, not just whichever weapon eventually makes the Attack bar the longest. When I get it, what it costs, how useful it is outside combat, and whether I actually want to keep it equipped all matter.

Last checked: September 23, 2026. I rechecked the weapon recipes, component locations, progression requirements, stats, and upgrade costs while putting this guide together.

Mega Man Legends Special Weapons Tier List

How Special Weapons work: Find the required component or components, bring them to Roll, and she develops the weapon. There is no separate crafting fee. The giant piles of Zenny come afterward when I decide the weapon obviously needs to be stronger.

How I ranked them: Damage matters, but I also care about when the weapon becomes available, upgrade cost, ammo, utility, and whether I actually want to give it Mega Man’s one Special Weapon slot. That is why something like Vacuum Arm can sit above weapons that could turn it into scrap metal.

If you are trying to collect everything: Grand Grenade and Drill Arm are the two Special Weapons I would prioritize for exploration.

Grand Grenade breaks the smaller dirt blocks in the Sub-Ruins as soon as the Flutter is repaired. Drill Arm comes later and destroys the full dirt walls Grand Grenade cannot. Those walls directly block Weapon Plans and Ancient Book, which means Drill Arm also becomes part of the path toward Shining Laser and Spread Buster.

S
S Tier The two I keep finding reasons to use.
Grand Grenade special weapon icon in Mega Man Legends

Grand Grenade

S Tier

Grand Grenade fires one large non-bouncing explosive instead of the smaller bouncing grenades from Grenade Arm. Its Attack starts at 5 and can eventually reach the maximum 11.

It also destroys the smaller dirt blocks scattered through the Sub-Ruins, opening paths to items like Pen Light and Old Launcher.

Why I ranked it here: It is already one of the strongest explosive weapons, then the game also makes it an exploration tool. I get damage and progression value out of the same Special Weapon slot.

Machine Buster special weapon icon in Mega Man Legends

Machine Buster

S Tier

Machine Buster fires a rapid stream of energy shots. Its Attack only climbs from 2 to 6, but its ammunition pool grows from 128 shots all the way to 400.

The weapon is built around sustained fire rather than one enormous hit, which makes the raw Attack number a little misleading.

Why I ranked it here: It asks almost nothing from me. It is fast, forgiving, available reasonably early, carries a stupid amount of ammo, and does not need an endgame side quest before it starts feeling useful.

A
A Tier Really good, with one reason I stopped short of S.
Splash Mine special weapon icon in Mega Man Legends

Splash Mine

A Tier

Splash Mine drops explosives directly onto the ground. Enemies can trigger them by walking over them, but Mega Man can step on his own mines too.

It is also the first Special Weapon you can build, arriving before the Citizen’s Card, and the entire upgrade tree only costs 5,400 Zenny.

Why I ranked it here: I used to treat Splash Mine like a tutorial weapon I was supposed to forget about. It is cheap, available almost immediately, and there are plenty of enemies willing to walk straight into it. Roll probably should have fixed the part where Mega Man can blow himself up.

Vacuum Arm special weapon icon in Mega Man Legends

Vacuum Arm

A Tier

Vacuum Arm does not attack at all. It pulls nearby Zenny, refractor shards, and Energy Cubes toward Mega Man instead.

Its Energy starts at 1,800 and can eventually be upgraded to infinite, while the entire weapon costs just 10,500 Zenny to max out.

Why I ranked it here: It does zero damage and I still hate playing without it once I get used to it. Running around manually collecting every piece of Zenny suddenly feels very primitive.

Active Buster special weapon icon in Mega Man Legends

Active Buster

A Tier

Active Buster launches missiles that home in on the nearest enemy. Attack can reach 9, while Range, Rapid, and Special can all eventually reach 11.

The Energy stat can also be pushed all the way to infinite ammunition.

Why I ranked it here: Active Buster is great. Roll’s invoice is not. Fully upgrading it costs 1,740,000 Zenny, so I spend a lot more time loving the idea of a perfect Active Buster than actually paying for one.

Shining Laser special weapon icon in Mega Man Legends

Shining Laser

A Tier

Shining Laser fires a continuous beam that passes through targets. Its Attack can reach 11 and its Energy can eventually become infinite.

Mega Man can rotate and aim while firing it, but he cannot walk until the beam stops.

Why I ranked it here: On raw power, this thing is ridiculous. The problem is the word eventually. One part comes from Jim’s clubhouse, one is behind Drill Arm, and Prism Crystal wants the entire museum finished. By the time I finally get it, Kattelox is starting to run out of things that deserve this much laser.

B Tier Good weapons, I just have reasons not to keep them equipped.
Blade Arm special weapon icon in Mega Man Legends

Blade Arm

B Tier

Blade Arm creates a short-range energy blade. Its Attack starts at 5 and reaches 9, while upgrading its Range eventually lets the slash fire an energy wave.

The full upgrade tree is also pretty cheap at 38,000 Zenny.

Why I ranked it here: Putting an energy sword on Mega Man’s arm is an extremely easy idea to sell me. The problem is starting with basically no range in a game where circling something from across the room usually works perfectly fine.

Drill Arm special weapon icon in Mega Man Legends

Drill Arm

B Tier

Drill Arm is a contact-range weapon with Attack 4 that can eventually reach 8. Its Energy supply can also be upgraded from 1,800 to infinite.

More importantly, it breaks every dirt block and full dirt wall in the Sub-Ruins, including the barriers Grand Grenade cannot remove.

Why I ranked it here: As a weapon, it wants me standing much closer to a Reaverbot than I would prefer. As a tool, I absolutely need it. If this were an exploration-item tier list instead, Drill Arm would be sitting much higher.

Powered Buster special weapon icon in Mega Man Legends

Powered Buster

B Tier

Powered Buster fires a large projectile with strong damage and excellent range. Attack rises from 4 to 8, Range can reach 11, and the whole upgrade tree only costs 30,700 Zenny.

The catch is that only one Powered Buster projectile can exist on screen at a time.

Why I ranked it here: Powered Buster might be the most aggressively fine weapon on this list. It hits hard, shoots far, and costs almost nothing compared with some of Roll’s later financial crimes. I like it. I just never feel particularly attached to it.

Spread Buster special weapon icon in Mega Man Legends

Spread Buster

B Tier

Spread Buster begins by firing three grenades at once. Special upgrades increase that volley to five and eventually seven.

It also starts at Attack 8, the highest starting Attack rating of any Special Weapon, and eventually reaches 11.

Why I ranked it here: The weapon itself is great. The scavenger hunt is what hurts it. One part is in Lake Jynn, one comes from a police side quest, and Ancient Book sits behind Drill Arm in Portal 3. By the time I assemble the whole thing, I like having it more than I needed it.

Grenade Arm special weapon icon in Mega Man Legends

Grenade Arm

C Tier

Grenade Arm throws individual grenades that bounce off walls. Attack rises from 4 to 7 and ammunition doubles from 24 to 48.

You can build it during the Cardon Forest Ruins, so it gets a real stretch of the game where those numbers are perfectly usable.

Why I ranked it here: Grenade Arm is fine. Then Grand Grenade shows up, hits much harder, and starts opening blocked paths on top of everything else. I build Grenade Arm, I use Grenade Arm, then I mostly stop remembering Grenade Arm exists.

Shield Arm special weapon icon in Mega Man Legends

Shield Arm

D Tier

Shield Arm projects a directional shield in front of Mega Man. Its Energy increases from 300 to 1,200, and the Special upgrade increases the shield’s size.

Mega Man can aim the shield while it is active, but he cannot walk or fire his Buster.

Why I ranked it here: The shield works. Giving up both movement and the Buster while using it is the part I cannot get past. My normal defense is running around something while shooting it, so replacing both halves of that plan with standing still has never worked particularly well for me.

Which Mega Man Legends Special Weapons Are Worth Building?

I would still make all 12. Finding some worthless-looking piece of machinery and discovering that Roll can turn it into an arm cannon is part of why I enjoy digging around Kattelox in the first place.

If I only care about what I actually want equipped, Grand Grenade and Machine Buster are my two favorites. Grand Grenade gives me damage and exploration at the same time, while Machine Buster is easy to use without requiring me to spend the GDP of Kattelox on it.

Vacuum Arm is the odd one. It barely counts as a weapon, but after getting used to vacuuming Zenny off the floor I suddenly become much less interested in bending over to pick it up myself.

Active Buster and Shining Laser have enormous ceilings. They also arrive with giant asterisks. One wants all my money and the other wants me to finish a small archaeological degree before Roll finally builds it.

That whole system is still one of the reasons Mega Man Legends works for me. I can go underground looking for a refractor, find a broken household appliance instead, and somehow come back with the beginning of a new arm cannon.

Mega Man Legends Special Weapons FAQ

How many Special Weapons are in Mega Man Legends?

There are 12 crafted Special Weapons: Splash Mine, Machine Buster, Grenade Arm, Powered Buster, Vacuum Arm, Grand Grenade, Blade Arm, Shield Arm, Active Buster, Drill Arm, Spread Buster, and Shining Laser. Normal Arm is Mega Man’s default unequipped arm, not a thirteenth crafted weapon.

How do you make Special Weapons in Mega Man Legends?

Collect the required component or components and bring them to Roll in the Spotter Car or Flutter R&D room. Roll develops the weapon once you have the correct parts. There is no separate development fee, although upgrading the finished weapon costs Zenny.

Which Special Weapons should I build first?

I would prioritize Grand Grenade once the Flutter is repaired and Drill Arm once the Main Gate opens. Grand Grenade destroys the smaller dirt blocks in the Sub-Ruins, while Drill Arm destroys the full dirt walls that Grand Grenade cannot. Those walls also block components needed for Spread Buster and Shining Laser.

What is the best Special Weapon in Mega Man Legends?

My favorites are Grand Grenade and Machine Buster. Grand Grenade combines heavy damage with useful exploration, while Machine Buster is fast, easy to use, and carries a huge ammunition supply. Shining Laser becomes absurdly powerful, but I get it so late that I do not value it as highly across a full playthrough.

Do you need Drill Arm to get Cannon Kit?

No. Cannon Kit is in Portal 3, but its treasure chest appears before the first dirt wall that requires Drill Arm. Drill Arm is needed later for Weapon Plans and Ancient Book, not for Cannon Kit itself.

Which Special Weapons can get infinite ammo?

Vacuum Arm, Active Buster, Drill Arm, and Shining Laser can eventually reach the game’s infinite Energy level through upgrades.

Playing Mega Man Legends Today

If this guide has you wanting to go back through Kattelox, my Mega Man Legends review goes much deeper into how the whole game holds up now. If you need a way to actually play it, my guide to playing PS1 games in 2026 covers original hardware and emulation.

On PC I use DuckStation with my own legally dumped game and BIOS. My DuckStation setup guide handles the basic setup, while my best DuckStation settings guide covers internal resolution, PGXP, filtering, and the settings I actually change.

If Mega Man Legends has you digging through the rest of the console again, I also keep a list of PS1 hidden gems worth playing in 2026. There are plenty of other strange games hiding in that library.
